Open Question: Where is a good place to live in Delaware?

I am looking for an area in Delaware that is close to NJ because my husband is still going to work in Camden, NJ as a correctional officer. I am looking for a good school system, safe streets, basically a good place to raise children. We don't have much money, which is why we want to get out of NJ. He will be making $40,000 per year.
